Motion to Award a contract for Bid No. 2016-002 to Man-Con Inc. in the amount of $711,890.50 for the Lake Ida Drainage Improvements. This recommendation is in compliance with the Code of Ordinances, Chapter 36, Section 36.02 (A)(1), “Sealed Competitive Method”. Funding is available from 442-5178-536-65.98 (Lake Ida Drainage Improvements) and 448-5461-538-65.98 (Lake Ida Drainage Improvements; after budget transfer).

Background:
On October 18, 2015, the City issued Bid 2016-002 for drainage improvements in Lake Ida (Project 13-072). The City received four responses on November 24, 2015. Man-Con Inc. was the lowest bidder at $711,890.50. The bid award is in accordance with the Code of Ordinances, Chapter 36, Section 36.02(A)(1), "Sealed Competitive Method".

The work generally consists of the following: Furnishing all labor, materials, equipment, and all incidentals and appurtenances for the installation of a new drainage system consisting of drainage structures, 15” - 36” drainage piping, swale development, bank regarding and rubble rip rap; and for the installation of a new 8-inch DIP (CL 350) water mains, fire hydrants, single and double water services, connection to existing water mains, fittings and valves. Construction also includes clearing and grubbing, dewatering, MOT's, complying with permit conditions, pavement trench restoration, 1” mill and 1” overlay (pavement restoration), and all testing and all restoration work for a complete and operating system. The work is located in the City of Delray Beach rights-of-way.

Approved as to form and legal sufficiency.

The Finance Department recommends approval.
