Motion to Approve a Purchase Award to Ten-8 Fire Equipment, Inc. in the amount of $614,331.00 for one (1) Pierce Velocity Pumper Fire Truck using the Florida Sheriff’s Association (FSA) Contract #15-11-0116, Specification #19. This recommendation is in compliance with the Code of Ordinances, Chapter 36, Section 36.02 (C)(7)(a), “Utilization of Other Governmental Entities' Contracts”. Funding is available from 334-3312-591-64.25 (Fleet Maintenance/Heavy Equipment).

Environmental Services is requesting approval to purchase one (1) Pierce Velocity Pumper fire truck from Ten-8 Fire Equipment Inc. using the Florida Sheriff's Association Contract #15-11-0116, Specification #19. Please find attached for your review the letter indicating the best price from Ten-8 Fire Equipment Inc. The total cost for the replacement ladder truck is $614,331. This purchase is in compliance with the Code of Ordinances, Chapter 36, Section 36.02 (C)(7)(a), "Utilization of Other Governmental Entities' Contracts".

The Fire Pumper Apparatus to be replaced is a 2001 Pierce Dash equipped with a 1500 GPM pump and 800 gallon water tank. The truck has accrued 107,000 miles, and the life-to-date costs for maintenance and repairs has reached $300,500. It has served as a Front Line Apparatus for ten years, and in Reserve Status for five years. Upon being retired this apparatus will be transferred to the Training Division, replacing a 1992 Pierce Fire Apparatus that is currently being utilized for that purpose.
City Attorney Review:
Approved as to form and legal sufficiency.
Finance Department Review:
Finance recommends approval. Finance recommends leasing the apparatus using either the lease quote from the equipment manufacturer or the Bank of America finance lease program approved by the Commission on May 5, 2015 in a competitive bid process. In both situations, the structure will be a finance lease in which the City will own the equipment and will have the flexibility to retain it in service beyond the lease term.
