Motion to Award a purchase to Aquifer Maintenance & Performance Systems, Inc. in an amount not to exceed $125,300.00 for FY 2016 utilizing Martin County, Florida (RFB #2012-2540) contract for rehabilitation of Wells #3, 4A, 5, 22, 30, 31 and 32, located in the northwest area and at the Municipal Golf Course for the Production Well Rehabilitation Project. This recommendation is in compliance with the Code of Ordinances, Chapter 36, Section 36.02 (C)(7)(a), “Utilization of Other Governmental Entities' Contracts”. Funding is available from 442-5178-536-68.14 (Water and Sewer Renewal and Replacement Fund: Production Well Rehabilitation).

Background:
The Public Utilities Department programmed production well rehabilitation into the annual Capital Improvement Plan. The program allows staff to continue their annual rehabilitation program, focusing on wells exhibiting less than optimal pump delivery rates. Seven raw water production wells have been identified for rehabilitation for this year; Wells #3, 4A, 5, 22, 30, 31, and 32, located in the northwest area and at the Municipal Golf Course, Production Well Rehabilitation Project P/N 2016-035.
Utilizing a competitive bid solicitation, Martin County awarded a three year contract to Aquifer Maintenance & Performance Systems, Inc. (AMPS) on July 23, 2012, RFB2012-2540, which included two additional one year renewal options. Martin County has exercised the renewal option; the contract is active through July 22, 2016.
