Motion to Approve Resolution No. 03-16 to award Bid No. 2016-031 to Noritsu America Corporation in the amount of $34,764.16 for the purchase of a Crime Scene photo printer; declaring by a four-fifths affirmative vote that the City’s Sealed Competitive Method or Written Quotations Procurement Method for the purchase is not in the Best Interest of the City. This recommendation is in compliance with the Code of Ordinances, Chapter 36, Section 36.02(11), “Best Interest Acquisitions”. Funding is available from 334-2111-521-64.90 (General Construction Fund - Other Machinery/Equipment).

Background:
The Police Department is requesting approval to purchase a Noritsu photo printer for use by the Crime Scene Unit. The current printer was manufactured and installed in 2005 and is currently not operational. This printer is used to reproduce photographs that have evidentiary value and are used for criminal prosecutions and civil litigations. Often the images are graphic and confidential, so to outsource this task is not feasible. The replacement of this printer has been anticipated for the past few years as the replacement parts for repair ceased to be manufactured. The funding for the purchase of a new photo printer has been requested in the Capital Improvement Plan and is available this fiscal year.
The bids for the purchase were solicited via Bid 2016-031. At the time of the bid opening on December 4, 2015, no bids were received. The vendor supplying our current photo printer has provided a quote for a new printer in the amount of $34,764.16.
