Motion to Approve a Bid Award 2016- 037 for 90 Philips FRx Automated External Defibrillator units and accessories to Altra Medical Corp. for the Police Department for $85,168.60. This recommendation is in compliance with the Code of Ordinances, Chapter 36, Section 36.02(A)(1), "Competitive Bids". Funding is available from 334-2111-521-64.90 (General Construction Fund: Machinery & Equipment/Other Machinery/Equipment).

 

Body

Background:

On November 13, 2015, the City issued a competitive Bid 2016-037 for the purchase of Philips FRx AED units and accessories. Bid included trade-in credits for the total of 38 existing AED units. On the due date of December 4, 2015 the City received fourteen bids. The lowest responsive bidder was Altra Medical Corp. at a total cost after trade-in credits of $85,168.60.  The Bid award is in compliance with the Code of Ordinances, Section 36.02 (A)(1), Sealed Competitive Method.

The purchase of the AED units and accessories has been anticipated in the last few years as the Police Department hoped to increase the number of AED units available in patrol vehicles. These devices have been proven to save lives and the Police Officers are often the first responders on the scene. Additionally, the devices currently owned reached the end of their life expectancy. The funding for the purchase of AED units has been requested in the Capital Improvement Plan and is available this fiscal year

Timing of Request:

Due to the current AEDs going out of service and needing battery replacement these items are a priority and time is of the essence.
