Motion to Approve Service Authorization No. 12-13 with the Wantman Group, Inc. in the amount not to exceed $39,906.00, for professional design services related to the structural design, analysis and cost estimating for the repair/replacement of a portion of the southeastern seawall adjacent to the Island Drive Bridge. (Project No. 16-042).  This recommendation complies with the Code of Ordinances, Chapter 36, Section 36.02(C)(3), “Professional Services”. Funding is available from Account No. 448-5461-538-46.54 (Storm Water Utility Fund/Repair and Maintenance Services/Seawall Repairs).

Body

Background:

The southeastern seawall adjacent to the Island Drive Bridge is exhibiting signs of structural failure. The seawall visually appears to be listing towards the Intracoastal Waterway, causing a void behind the back of the seawall.  

 

Staff has requested the Wantman Group to perform a structural analysis, design, and cost estimate for the repair / replacement of the failing portion of the existing seawall. This project includes surveying, concrete coring, geotechnical investigation, and structural field engineering, design and review.

The Scope of services and deliverables include:

1)                     Phase 1 - Study and Report phase

2)                     Phase II - Preliminary Design Phase

3)                     Phase III - Final Design Phase and Engineer’s Opinion of Probable Construction Costs

4)                     Phase IV - Bidding/Negotiation Phase and preparation of a formal letter recommendation of award

 

The recommendation for award is in compliance with Code of Ordinances, Chapter 36, Section 36.02 (C)(3).  The city utilized engineering consultants that were retained via RFQ#2012-06. The Wantman Group's annual contract is valid through January 2017.

 

Negotiations regarding the number of hours relating to the scope of service were finalized in a Sunshine Meeting on January 25, 2016.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Finance Department Review:

Finance recommends approval.

 

Funding Source:

Funding is available from Account No.448-5461-538.46-54 (Storm Water Utility Fund/Repair and Maintenance Services/Seawall Repairs).
