Motion to Approve Change Order No. 1 to Johnson-Davis, Inc. for one additional duckbill flex valve to be installed on the Lewis Cove Road Stormwater Outfall in the amount of $8,000.00. This complies with the Code of Ordinances, Chapter 36, Section 36.06(A)(2). Funding is available from Account No. 448-5461-538-46.90 (Stormwater Utility Fund - Repair and Maintenance).

Background:
On July 6, 2015, the City issued Bid 2015-53 for Duckbill Flex Valves with Mounting Plates for the Municipal Marina. Three bids were received on August 13, 2015. The lowest bidder was Johnson-Davis, Incorporated. On September 15, 2015, City Commission approved the bid award in the amount of $33,300.
Engineering staff evaluated the cause of recent high tide related flooding on Lewis Cove Road and recommends installation of a duckbill flex valve on the stormwater outfall to mitigate the back flow of salt water through roadway drainage system. Since Johnson-Davis is scheduled to install flex valves at the Delray Beach Municipal Marina early in 2016, staff sought and received City Manager approval for one additional duckbill flex valve to be installed at the outfall receiving stormwater from Lewis Cove Road.

The approval by the City Manager allowed for timely delivery of the additional flex valve within the timeframes in the original contract. The contractor's proposed cost for materials and installation of the additional flex valve is $8,000. This is the same unit price for material and installation cost approved in the bid award.
