Motion to Approve the award of an agreement to Foster Marine Contractors, Inc. in the amount of $1,664,396 for the SE 2nd Street and SE 2nd Avenue Streetscape Improvements (Project No.2013-020).

 

Body

Background:

On October 13, 2016, the City issued Invitation to Bid No. 2017-011 for the SE 2nd Street Improvements (Project No. 2013-020). The City received only one responsive, responsible bid from Foster Marine Contractors in the amount of $1,664,396. This project is located along SE 2nd Street from S. Swinton Avenue to SE 3rd Avenue and along SE 2nd Avenue from SE 3rd Street to SE 2nd Street.  The project limits also include the north-south alleyway immediately east of SE 2nd Avenue from SE 4th Street to the subject parking lot.

 

The City and the CRA are partnering on the SE 2nd Street and 2nd Avenue beautification project to provide streetscape enhancements and additional parking for the Osceola Park Business District (the parking lot will provide additional parking for adjacent businesses and the general public). The existing roads are generally two lanes wide with on-street parking and sidewalks for most of the area.  The City is the property owner.  Stormwater runoff from the roadways will be collected in a system of inlets and catch basins. This project incorporates the City of Delray Beach’s Complete Streets proposed policy, and includes 5-foot concrete sidewalks, landscape beautification, drainage, City standard decorative lighting, and based on the Osceola Park Redevelopment Plan, additional on-street parking for area businesses. The project work will generally include:

                     streetscape improvements;

                     new paving;

                     curbing;

                     drainage;

                     landscaping;

                     irrigation;

                     a permeable paver parking lot;

                     street lighting; and

                     signing and pavement marking.

 

The project also includes construction of a pervious paver public parking lot associated with construction of a 14-space public parking lot with infrastructure upgrades, lighting and landscaping enhancements on the vacant CRA-owned property located on the east side of SE 2nd Avenue, south of SE 2nd Street (219 SE 2nd Avenue) between the roadway and the construction of the unimproved alleyway. The negotiated cost for this project is approximately $82,000 below the estimated budget.

 

This recommendation complies with the City Code of Ordinances, Chapter 36, Section 36.02(A)(1), "Competitive Bids".

Funding Source:

Funding is available from CRA in the amount of $1,664,396  from account number 334-3162-541-68.30 (General Construction Fund: Other Improvement/SE 2nd St - Swinton - SE 3rd Ave - CRA). The projects are included in the approved CRA Interlocal Agreement for FY 2015 - 2016.
