Motion to approve Amendment No. 1 to Service Authorization No. 12-07 with Kimley-Horn and Associates, Inc. in the amount not-to-exceed $15,643 for additional professional engineering services related to the East Atlantic Avenue Median and Crosswalks Project (Project No. 14-008).

Background:
On February 22, 2012 the City entered into Agreements for Engineering Consulting Services (RFQ 2012-06). One of the awarded firms was Kimley-Horn and Associates, Inc. (KHA). On February 4, 2014 City Commission approved Service Authorization No. 12-07 to KHA in the amount not to exceed $59,704 for professional engineering services to design the addition of marked crosswalks across East Atlantic Avenue at SR A1A, Venetian Drive and at Gleason Street. All three intersections are signalized with existing brick paver surfaces which are deteriorating and settling in the intersections. On December 13, 2016 Commission approved an extension of the Agreements for Engineering Consulting Services through June 30, 2017.
The original scope of work for Service Authorization No. 12-07 included engineering design for repairs to the existing paver intersections along with the addition of marked paver crosswalks across the intersections of East Atlantic Avenue at SR A1A, Venetian Drive, and Gleason Street. Due to recent permitting requirements established by the Florida Department of Transportation (FDOT) the proposed repairs to the existing paver intersections and proposed paver crosswalks were not permitted in the FDOT Right-of-Way.
KHA submitted a quote in a not-to-exceed amount of $15,643 for additional design/permitting services to account for the new design of stamped concrete in the intersections of Atlantic Avenue at Venetian Drive and Gleason Street. The intersection of Atlantic Avenue and SR A1A has been removed from Service Authorization 12-07. This intersection will be included in the Beach Master Plan Phase II. A separate request will be submitted for Commission approval of a construction administration services agreement to one of the other awarded engineering consultants for construction management of this Project.
This motion is in accordance with the City Code of Ordinances, Section 36.06 A (2) Change Orders, City Commission Approved Contracts, Within the Scope of Work.

Funding is available from account number 334-3162-541-63.11 (General Construction Fund: Bikepaths/Sidewalks). (The CRA is funding 100% of the design costs).
