Motion to Adopt Resolution No. 01-17; and consider approval to execute the Local Agency Program Agreement with the Florida Department of Transportation for the funding of the NE 2nd Avenue Beautification Phase 1 (Project No. 14-071).

Background:
Consider execution of the Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) for the funding of the construction of NE 2nd Avenue / Seacrest Beautification Phase 1 Project. The LAP Agreement shall provide for the FDOT's participation in the financial assistance to the City, and state the terms and conditions upon which such assistance will be provided and the understandings as to the manner in which the Project will be undertaken and completed. FDOT requires a resolution (Resolution 01-17, Exhibit G) authorizing the Mayor to execute the LAP (Exhibit A) on behalf of the City.

In February 2015, the Mayor executed Resolution No. 07-15 thereby entering into a LAP agreement with FDOT for the construction of NE 2nd Avenue / Seacrest Beautification Project (NE 2nd Avenue from NE 4th Street to NE 8th Street); which is now completed.

In April 2015, Commission gave approval to move forward with design of the NE 2 Avenue / Seacrest Boulevard Beautification Phase 1 Project No. 14-071 (NE 2nd Avenue from NE 8th Street to NE 13th Street). The project includes the following:

- Dedicated Bike Lanes
- Decorative Sidewalks
- Landscaping
- Irrigation
- Brick Paver Crosswalks
- Decorative Street Lighting
