Motion to Approve Service Authorization No. 12-16.1 with Mathews Consulting, Inc. in the amount not-to-exceed $35,280 for design services related to value engineering the Tropic Palms Water Main Replacement Project Phase 2, Project No. 15-022.

Background:
The City utilizes the approved engineering consultants retained through RFQ No. 2012-06. The original agreement with the Consultants was executed in January 2012, and recently extended to June 2017.
On October 26, 2016 an Invitation to Bid for Construction (ITBC 2013-090) of the Tropic Palms Water Main Replacement Phase 2 was advertised. Two (2) bids were received in response to the solicitation. The bid price exceeded the City’s available budget funding for the project of $1,182,612. The lowest bid was $1,351,623.
Value engineering identified potential cost savings by designing the water main with an alternative routing, in the swale areas versus in the roadway when available. This could potentially provide a considerable reduction in construction costs from $400,000 to $600,000.
Staff requested the consultant, Mathews Consulting Inc., to provide a scope of services addressing the alternative design.
This recommendation complies with the City Code of Ordinances, Chapter 36, Section 36.02 (A)(2), "Requests for Proposals, Requests for Qualifications, Requests for Letters of Interest".
