Motion to Approve the award of a two-year agreement for private security service for the ATP Champions Tour/Delray Beach Open to Stonegate Allied Services, LLC in an amount not-to-exceed $96,000.

Background:
On January 12, 2017 the City issued an Invitation to Bid No. 2017-033 for ATP Delray Beach Open Security Services. Eleven bids were received. The bids from Bayus Security Protection Inc., AJK Security LLC, Florida Executive Security Inc., Blue Shield Protection Services Inc. Kemp Group International Corporation, Pro-Secur Inc. and Swift Security Inc. did not meet the minimum qualification requirements and were deemed non-responsible.
The City of Delray Beach hosts the ATP Champions Tour / Delray Beach Open (Tournament) each year, pursuant to an Agreement between the City and Match Point, Inc. According to Section 10.7 of the Agreement, the City is required to provide security services during the Tournament dates, which this year are February 13, 2017 through February 27, 2017. The firm will provide security guard and bag-checker services at designated locations throughout the event including pre and post-event. Stonegate Allied Services LLC was the lowest responsible, responsive bidder with fees of $44,264 per year. Increased security concerns may result in need for additional guard services above those estimated in the Bid, not to exceed 100 hours. Therefore, Parks and Recreation is requesting approval of a not-to-exceed amount of $96,000 for the two-year term.
This recommendation complies with the City Code of Ordinances, Chapter 36, Section 36.02 (A)(1), "Competitive Bids".
