Motion to Approve the award of an agreement to West Construction, Inc. in the amount of $305,000 for the SW 10th Ave Sidewalk and Blocks 8 and 20 Alley Improvements (Projects Nos. 2014-002 and 2009-006).

Background:
On October 25, 2016, the City issued Bid 2017-012 for the SW 10th Ave Sidewalk and Blocks 8 and 20 Alley Improvements (Projects Nos. 2014-002 and 2009-006). The City received four responsive, responsible bids. West Construction, Inc. submitted the lowest responsive and responsible bid with the price of $302,920. During negotiations the price was slightly increased to $305,000 which is still the lowest responsive and responsible bid.
The City and Community Redevelopment Agency (CRA) are working together to improve the alleys in Block 8 and Block 20; including the addition of 101 linear feet of sidewalk at the intersection of SW 10th Avenue and SW 1st Street, in front of St. Paul Missionary Baptist Church along SW 10th Avenue; property is located at 46 SW 10th Ave. These projects include the construction of a new alley on Block 20 and 8 of Delray Beach, Florida.
West will furnish all labor, materials, equipment, incidentals and appurtenances for the installation of new pavement section, curbing, drainage, swale grading and sodding. Construction also includes clearing, grubbing and disposal, dewatering, pavement markings, and signage.
On January 24, 2017, CRA approved an amendment to the CRA Budget and ILA to move funds to cover construction funding for this project.
