Background:
On October 26, 2016 an Invitation to Bid for Construction (ITBC 2016-090) for the Tropic Palms Water Main Replacement Phase 2 was advertised. Two (2) bids were received in response to the solicitation. The lowest bid price of $1,351,623 exceeded the City’s available budget funding for the project of $1,182,612.
Staff has performed a cursory value engineering of the project which revealed that there could potentially be considerable cost savings in designing the water main with an alternative routing. It was concluded that locating the water main into the swale area versus the roadway could potentially reduce the contract bids from $400,000 to $600,000.
Staff recommends the rejection of all bids so that applicable modifications can be made to the design and the project re-solicited.
This recommendation complies with the City Code of Ordinances, Chapter 36, Section 36.02(A)(4), "City's Reservation of Rights".
