Motion to Approve Service Authorization No.12-18 in the amount of $22,245.00 for additional engineering services related to an assessment of using the Delray Beach Golf Clubhouse as a temporary EOC.

Background:
The City’s ability to guide the residents, businesses, elected officials and staff through a disaster is lacking a safe location to coordinate operations from. To address this need, a safe, fully equipped, coordination facility during emergencies needs to be established (including but not limited to hurricanes). A search of all city owned facilities to be adapted for an interim basis was conducted and the Delray Beach Clubhouse and grounds was the only facility that met the operational requirements of an EOC (square footage to accommodate over 60 people at once, industrial kitchen, backup power, CBS construction, large parking area and clear of flood zones. To ensure this facility can withstand all hazards (like a hurricane) an engineering risk analysis study is needed to harden the facility and grounds.

The hardening assessment would determine what construction, electrical, design requirements, upgrades and additional supportive infrastructure will be needed to make the facility “All Hazards” safe and appropriate for city staff and elected officials while sustaining operations before, during and after a disaster like a Category 5 storm for multiple days, weeks, and/or months, operating as an Emergency Operations Center.
