Motion to Approve Service Authorization No. 12-27 to Baxter and Woodman Company d/b/a Mathews Consulting, in an amount not-to-exceed $38,855.00, for professional services in a not-to-exceed amount of 40,000.

Background:

On January 24, 2012, the City entered into an Agreement with Mathews Consulting for continuing general engineering consulting services (RFQ 2016-06). On December 13, 2016 City Commission approved the assignment and assumption of the Mathews Agreement to Baxter and Woodman Company and renewal of the agreement through June 2017.

 

Public Utilities uses the telemetry system, also referred to as a SCADA system (Supervisory Control And Data Acquisition), for remote monitoring and control of various utilities infrastructure, such as sewage pump stations, water treatment plant equipment, standby generators, and access gates.  The current telemetry system in use today is over 20 year old, and is in need of upgrade.  Upgrades to the telemetry system are approved in the current years (2017) Capital Improvement Program.

 

Under the scope of services for this Services Authorization 12-27,  the consultant will review staff’s vision for an upgraded system and assess the condition and capabilities of the current system’s hardware and software platforms with respect to required upgrades. Other elements of the system to be considered under this evaluation include network communications, cyber security, alarm management, information management, remote access, process control, and system operations. The final report will also include recommendations, budget projections, and time lines for phasing the upgrades.

 

This recommendation complies with the City Code of Ordinances, Chapter 36, Section 36.06 (A)(2), "Within the Scope of Work".

Finance recommends approval.

 

Funding Source:

Funding is available from account number 442-5178-536.68-33 (Water/Sewer Renewal and Replacement Fund: Upgrade Lift Station Telemetry System).
