Title

INTERLOCAL AGREEMENT BETWEEN CITY OF DELRAY BEACH AND SOLID WASTE AUTHORITY OF PALM BEACH COUNTY (SWA) FOR BLIGHTED AND DISTRESSED PROPERTY CLEAN-UP AND BEAUTIFICATION GRANT FY2017

Body

Recommended Action:

Recommendation

Motion to Approve acceptance of an Interlocal Agreement between the City of Delray Beach and Solid Waste Authority of Palm Beach County (SWA) in the amount of $60,000 for assistance in the cleanup and beautification of distressed, blighted or otherwise impacted public properties within incorporated areas of Delray Beach.

Body

Background:

The action before the City Commission is consideration to accept a County-funded grant from the Solid Waste Authority (SWA) that has been awarded to the City of Delray Beach in the amount of $60,000. These funds must be used by the City to improve the quality of life and provide a safer, healthier and more aesthetically-pleasing environment for the residents of Palm Beach County.  All properties addressed must be City owned and within the municipal boundaries of the City.  Property must be in a state of disrepair, visible to surrounding community and attracts nuisances, including illegal dumping, littering and criminal activity to the detriment of the surrounding community.  This is an eligible, cost-reimbursement contract. Staff anticipates that it will beautify up to two (2) properties with this funding.  It is noted that the City can use other funding sources such as, CDBG dollars to complete the project if it exceeds the $60,000 total allowance.

City Attorney Review:

Approved as to form and legal sufficiency.

Finance Department Review:

Finance recommends approval.   This will require a mid-year budget amendment.
