Motion to Approve a Best Interest Resolution No. 29-17 and retroactively approve an agreement with Legal Shield to provide personal information monitoring for twelve months in a not-to-exceed amount of $49,000.

Background:

In February 2017, City Administration was made aware of a release of personal information for members of the City Commission, active employees, retirees and their dependents enrolled in the City’s medical plan as of October 20, 2015.  The personal information included the individuals' full names, Social Security Numbers, dates of birth, gender and when applicable, Medicare HHC number. A total of 680 individual employees and 404 family members were impacted by this release of information.

 

As a result of this incident, the City immediately put additional measures in place to prevent a recurrence and protect the personal information of Commissioners, employees and retirees. Staff then contacted Legal Shield who is the current provider of the City employee voluntary legal and identify theft plan to provide monitoring services. City staff is requesting retroactive approval of the Agreement with Legal Shield to provide the monitoring services for those affected.

 

The services include identity consultation services, privacy monitoring, security monitoring, and identity restoration for a full year. The City will pay the full cost of these services which is $3 per month for monitoring for an employee only and $5 per month for monitoring for an employee and their family members. The total for the year of services is a not-to-exceed amount of $49,000.

 

This motion is in accordance with the Code of Ordinances, Chapter 36, Section  36.02 (C)(11), "Best Interest Acquisitions" .

Funding Source:

Timing of Request:

This agreement needs to be retroactively approved with a March 1, 2017 effective date to provide those impacted individuals with the personal information monitoring services available to them through Legal Shield’s ID Shield program.
