Motion to Approve a nomination for appointment for one (1) regular member to serve on the General Employees Retirement Fund Committee for an indefinite term.

Background:
A vacancy on the Retirement Committee for the General Employee pension fund has been created due to the removal of former employee Francine Ramaglia. Pursuant to Chapter 35.105 of the City’s Code of Ordinances, the Retirement Committee is comprised of 5 members who serve indefinite terms. One member must be the Chief Financial Officer (CFO) of the City. If the CFO is unable to serve, the Treasurer shall serve in his or her place. Other than the CFO, the remaining board members may be, but are not required to be, City employees.

There is only one vacancy on this Committee. No vacancy was created when the former CFO Jeff Snyder resigned as that position was automatically filled when Laura Thezine was appointed the interim Chief Financial Officer. Until October 2016, the CFO was unable to serve on the Retirement Committee because he served on the former Police and Fire Pension Board. Because he was unable to serve, the Treasurer had served in his place (Theresa Cantore and then Faye Henry). Presently, Ms. Thezine is the only City employee on this board.

The City Attorney’s office recommends that the Commission consider all applications received by the Clerk’s office prior to April 7, 2017 to meet the requirement as set forth by this Commission that all applications for board appointments be received 10 days prior to meeting at which the appointment shall occur.
