Motion to Approve Resolution No. 37-17 endorsing the Florida Department of Transportation's design and construction of sidewalk and bicycle facilities on Swinton Avenue.

Body
Background:
In 2014 the City of Delray Beach applied for a local initiative grant for the 2015 grant cycle from the Palm Beach County Metropolitan Planning Organization (MPO) for bike lanes and sidewalk improvement on Swinton Avenue from SE/SW 10th Street to NE/NW 4th Street. The purpose of the project is to improve connectivity for multi-modal transportation as well as aesthetics.

The project was approved by the MPO with construction anticipated in 2020. The Florida Department of Transportation has agreed to take the lead on the design and construction for this project. Design will begin in October 2017. The total estimated project cost is $1,949,000 with 100% of the funds being provided by the State of Florida. Any local preferences which increase the total cost of the project would be the responsibility of the City of Delray Beach.

City Attorney Review:
Approved as to form and legal sufficiency.

Finance Department Review:
Finance recommends approval.

Funding Source:
100% of the funding for this project is being provided by the Florida Department of Transportation. The only costs that the City will be responsible for are any local preferences (additional landscaping, street lighting, bike racks, etc.) requested by the City that increase the total cost of the project. The funding for any local preferences requested by the City will be appropriated by the Commission during the budget process through the Capital Improvements Plan.
