Motion to Approve Service Authorization No. 12-31 with Mathews Consulting dba Baxter and Woodman Company in the amount not-to-exceed $21,214 for professional engineering services related to the replacement of an air release valve on the 30-inch influent sewage force main to the waste water treatment plant on Lake Ida Road at Depot Road.

Background:

On January 24, 2012, the City entered into an Agreement with Mathews Consulting for continuing general engineering consulting services (RFQ 2012-06). On December 13, 2016 City Commission approved the assignment and assumption of the Mathews Agreement to Baxter and Woodman Company and renewal of the agreement through June 2017.

 

In early March 2017, the utility contractor for the Depot Square Apartments was performing work associated with a connection to the 30-inch sanitary force main on Lake Ida Road.  During the excavation for this work, they encountered a buried Air Release Valve (ARV) on the pipe, located under the outermost westbound lanes of Lake Ida Road. The valve was deemed inoperable, requiring replacement.  Considering the magnitude of work, coordination, and site restoration associated with the repair, as well as the limited timeframe associated with the road closure approved by the County to the Depot Square development for their work on Lake Ida Road, the repair of the ARV was deferred until complete engineering plans and specifications could be developed for bidding.  The plans and specifications are required to address isolating or moderating wastewater flows through the pipe, the method of repair, roadway restoration per the County’s specifications, as well as acquiring a permit from the County for the work, which will require an extensive Maintenance of Traffic plan.

 

Under this service authorization, the consultant will provide professional engineering design services related to the replacement of a ARV on an existing 30-inch forcemain along Lake Ida Road at Depot Avenue, including specifications, construction document preparation, cost estimates, permits, and project bidding. Total estimated cost for services under Service Authorization No. 12-31 is in the amount not to exceed $21,214.  Mathews Consulting Inc. will prepare the plans, specifications, and associated bidding documents for the performance of this work.  All tasks will be completed by December 31, 2017.  A Capital Improvement Program budget for the construction of this project is being requested for Fiscal Year 17/18.

 

This recommendation complies with the City Code of Ordinances, Section 36.
