Motion to Award an Agreement to Keith and Schnars, P.A. for construction, engineering, and inspection services for phase 1 of Seacrest Beautification in a total amount not-to-exceed $181,000 for the Agreement term.

Background:

On November 18, 2016, a Request for Qualifications (RFQ) No. 2016-139-2 was advertised for construction, engineering, and inspection (CEI) services for Phase 1 of Seacrest Beautification project. In January 2017, the City and FDOT entered into a LAP agreement for the construction of phase 1 of the Seacrest Beautification project. Total estimated cost of construction is $1.2 million with $750,000 being funded by FDOT. These CEI  services are required by the FDOT for all LAP funded projects. Six proposals were received and evaluated based upon the criteria in the RFQ. Presentations were conducted with the three firms ranked highest after the initial technical evaluations. The selection committee’s final ranking is as follows:

The Seacrest (NE 2nd Avenue) Beautification projects initiated in response to the requests from the Del Ida Park Neighborhood Community for a more aesthetically pleasing streetscape that addressed pedestrian and bicyclist safety along a main corridor leading directly into downtown Delray Beach. The City of Delray Beach and Delray Beach CRA have acknowledged the need for beautification and other necessary improvements through the development of the Seacrest/Del-Ida Park Neighborhood Plan which was adopted by the City Commission on March 3, 1998. The Seacrest Beautification projects are federally funded through the Florida Department of Transportation (FDOT) Local Agency Program. The project evolved into four phases. Phase 0 limits are from Lake Ida to NE 8th Street / George Bush Boulevard and construction was completed December 2016. Phase 1 limits are from NE 8th Street/George Bush Boulevard (southern terminus) to NE 13th Street (northern terminus). Phase 2 and 3 extends from NE 13th Street to NE 22nd Street.

 

The City’s Bicycle/Pedestrian Plan as well as the Metropolitan Planning Organization (MPO) Master Comprehensive Bicycle Transportation Plan also recommends the provision for bicycle facilities along the NE 2nd Avenue (Seacrest) corridor. As a result, the Seacrest Beautification projects will provide for and/or increase the use of pedestrian and bicycle facilities, while creating an appropriately improved streetscape within a highly visible neighborhood. This agreement is part of the Seacrest Beautification projects, Project No. 2014-07 and will cover CEI services for Phase 1. 

 

The initial proposal submitted by Keith and Schnars was for a total amount of $171,800.65.  During negotiations, staff was successful in negotiating the proposal total down to $158,509.90 by replacing a Senior Inspector with an inspector whose hourly rate is $26.85 lower.  At the City's request to add warranty inspections to the scope, Keith and Schnars revised total was increased to $164,549.90.  A contingency fund in the amount of $16,4550.10 is requested to cover the cost for any additional resources required to source an approved bike path material.  The bike path material used in phase 0 of this project is pending an investigation by the Florida Department of Transportation, Office of Inspector General and may not be an approved material.  Therefore, the Agreement staff is presenting to Commission is for a total not-to-exceed amount of $181,000 for the term of the Agreement.

 

This recommendation complies with the City Code of Ordinances, Section 36.02 (A)(2),  “Request for Proposals, Requests for Qualifications, Requests for Letters of Interest”.
