Motion to Approve Service Authorization No. 12-34 with Mathews Consulting dba Baxter and Woodman Company in the amount not-to-exceed $152,304 for professional engineering design services related to the replacement of three (3) subaqueous potable water mains crossing under the intracoastal waterway (ICWW) at Dogwood Drive, SE 8th Street / Bauhinia Road, and NE 4th Street / Beach Drive.

Background:
On January 24, 2012, the City entered into an Agreement with Mathews Consulting for continuing general engineering consulting services (RFQ 2012-06). On December 13, 2016 City Commission approved the assignment and assumption of the Mathews Agreement to Baxter and Woodman Company and renewal of the agreement through June 2017.

The three (3) existing 12-inch potable subaqueous water mains crossing the ICWW at Dogwood Drive, SE 8th Street / Bauhinia Road, and NE 4th Street / Beach Drive were installed in the early 1970’s and are past their useful life. The existing pipe material (ductile iron) has anti-corrosive properties; however given the full saltwater installation (under the ICWW) and the age of pipe (40+ years), these pipes are past their useful service life and in need of replacement. In the last month, a crack was discovered on one of these subaqueous water main crossings at SE 8th Street / Bauhinia Road, which required an emergency repair.
