Motion to Approve the ratification of the emergency acquisition for the repair of the 12-inch subaqueous water main crossing the Intracoastal Waterway at SE 8th Street/Bauhinia Road in the amount of $80,000.00 to Commercial Diver Services, Inc.

Background:

On Wednesday, May 3rd, 2017, a 12-inch subaqueous water main crossing the Intracoastal Waterway (ICWW) at the location of SE 8th Street developed a major leak. Utilities staff contacted three contractors specializing in underwater repairs. Commercial Diver Services, Inc. (CDS) in Fort Lauderdale, Florida offered the most expeditious response and was able to mobilize the next day, May 4, 2017. They agreed to perform the work on a time and materials basis, with the pipe material provide by the City.

 

Under the circumstances, staff recommended that the City Manager authorize this work as an emergency situation, to be performed as soon as possible due to public health and safety concerns. As such, staff requested  authorization from the City Manager to proceed with the work per Code of Ordinance 36.02 (C) (5), Emergency Acquisitions.  A verbal authorization to proceed was provided immediately, with the written authorization for the emergency acquisition approved on May 19, 2017, in an amount not-to-exceed $85,000.

 

CDS mobilized at the site on May 4, 2017. Initial inspection of the area indicated that the pipe was buried under the bed of the waterway.  Once the pipe was uncovered, site conditions indicated it was buried at a depth of 7 feet and exhibited a longitudinal crack approximately 7 feet long.  CDS completed the repairs on Saturday, May 13, 2017.  Their final cost for the repair is $80,000.

 

This recommendation complies with the City Code of Ordinances, Section 36 and City Policies and Procedures.

Approved as to form and legal sufficiency.

 

Finance Department Review:

Finance recommends approval.

 

Funding Source:

Funding is available from account number 441-5141-536.34-90 (Water/Sewer Fund: Other Contractual Services). This is a revision from the approved emergency acquisition memorandum dated May 19, 2017.

 

 

Timing of Request:

The approval of this item is of high importance, as the repairs have completed and payment to the contractor is pending.
