Background:

The City of Delray Beach (City) participates in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS).  The CRS recognizes and encourages community floodplain management activities that exceed the NFIP standards, and assigns communities a score based on the protective and resiliency measures taken.  The City of Delray Beach is currently rated a Class 8 out of 10, but aspires to achieve a lower rating of 7, or perhaps 6 in the coming years, as lower ratings provide residents a greater discount on the cost of purchasing flood insurance through NFIP.

 

In 2015, the City hired CRS Max, a consultant, to assist the City in achieving the lower Class rating.  CRS Max identified initiatives and practices that together would provide needed ‘points’ to achieve the rating of 7. Among these initiatives was creation of a Public Information Committee (Committee) to develop a Program for Public Information (PPI).  The PPI, Exhibit A of the Resolution, recommends a strategy for raising awareness of flood risk and the importance of purchasing of flood insurance policies, as well as four specific geographic areas of vulnerability. The PPI identifies six targeted audience types that should be the focus of outreach activities and identifies different ways in which the messaging can be disseminated in the community and to the specific audience groups. In developing the PPI, the Committee focused on achieving the targeted goals in the simplest and most cost-effective ways possible, often leveraging other city activities and events to reach the community.

 

For the City to receive credit for organizing the Public Information Committee and developing the PPI, the PPI must be adopted by resolution.  Once the PPI plan is formally adopted, CRS Max will include it in an upcoming CRS class modification application.
