Motion to Approve Service Authorization No. 17-01 to ADA Engineering, Inc. (ADA) in the amount not-to-exceed $184,497.36 for the Stormwater Management Master Plan Update (Project No. 17-049).

Background:
The City of Delray Beach’s (City) Stormwater Management Master Plan (Plan) was created in 1993 by Mock Roos Consulting Engineering. A revision was completed in 2000 by Kimley Horn Engineers. In the 17 years since the last update of the Plan, new issues have arisen due to the growth of the City and climatological changes that have impacted the City’s drainage system. Below are lists of objectives that will be addressed by this update of the Plan. The Plan’s recommendations will contribute to the City’s Strategic Plan by folding the proposed costs and project component’s schedule into the Capital Improvement Plan (CIP).
The goal of the Plan Update is to address water resource issues and problems within the City of Delray Beach and develop conceptual projects to resolve those issues. These issues include drainage problems, street flooding, tidal flooding, inadequate infrastructure, stormwater quality and recharge as well as other stormwater related issues or problems.
The Scope of Services will include a review of the City’s drainage infrastructure, evaluating the adequacy and condition of the drainage facilities, determining of the Level of Service (LOS) for flood protection for the city’s sub watersheds, identifying water resource and drainage issues/problems, and identifying and defining solutions. Included in this effort will be a review of the City’s Stormwater Utility Ordinance. Revisions to the ordinance to address the fairness in the fee distribution is an expected outcome. Additionally, the City’s NPDES permit requirements will be reviewed and development of an automated GIS system to collect inspection, sampling and other applicable data gathered by City staff to meet permit requirements will be conducted.
On April 14, 2017, the City advertised Request for Qualifications (RFQ) No. 2017-048 for Continuing Engineering, Surveying, and Landscaping Architectural Consulting Services. The City utilizes the approved engineering consultants retained through RFQ No. 2017-48. The Agreement terms are five years from August 1, 2017 through July 31, 2020 with one, two-year option to renew. The original agreement with the Consultants was approved on September 2, 2017. This is the first Service Authorization with ADA Engineering, Inc. under this Continuing Services agreement.
This motion is in accordance with City Code of Ordinance No. 21-17.
