Motion to approve an agreement with Prolime Corporation for wet lime sludge hauling in a not-to-exceed amount of $310,000 per year using Lee County contract ITB-160478/AB through February 28, 2021, subject to annual renewals by Lee County.

Background:
In 2009, the hauling of wet lime sludge (slurry) was initiated by the City of Delray Beach (City) to reduce the amount of lime sludge stock piled and dried for hauling from the City's water treatment plant site. The City's current contractor is ProLime Corporation , which was awarded a contract in November 2012 via a City initiated Invitation to Bid (ITB). This contract expires at the end of December 2017.

The City desires to continue hauling of wet lime sludge. Rather than proceeding with another ITB, City Staff discovered an agreement, through Lee County, which will provide the same Prolime Corporation services at a competitive price. Lee County approved the award for sludge hauling with Prolime Corporation (ITB-160478/AB) on March 1, 2017. The City is proposing to use the Lee County agreement for the hauling of wet lime sludge (slurry) from the lime sludge reactor unit located at the City’s water treatment plant at 434 South Swinton Avenue to sites approved by Florida Department of Environmental Protection (FDEP). The agreement is for one year and provides for three, one-year renewal options through February 28, 2021. The City and Prolime Corporation agree to the same terms and conditions in a not-to-exceed amount of $310,000 per year, subject to annual renewals by Lee County.
