Motion to approve an agreement with Dean Mitchell Group for Indoor Air Quality and Infectious Disease Services in a not-to-exceed amount of $100,000 per year using The School District of Palm Beach County, Florida Contract 15C-006A through June 17, 2018.

 

Body

Background:

On June 18, 2015, The School District of Palm Beach County, Florida approved the award of an Agreement for Indoor Air Quality and Infectious Disease Services with Dean Mitchell Group (RFP 15C-006A). This Agreement is for the purpose of performing water damage repairs including hurricane recovery response, indoor air quality (IAQ) cleaning, mold remediation, IAQ and HVAC assessments, ventilation assessments, IAQ cleaning, flooding incident response (gray and black-water), verification sampling, A/C duct cleaning, drywall and wall cavity repair, floor and wall ceiling repairs, painting and encapsulation, mold sampling and analysis, water intrusion investigation including testing and minor building envelope repairs, infectious disease cleaning and sanitization. Infectious agent verification and clearance, large bloodborne pathogens & body fluids response and clean up.  The City and Dean Mitchell Group agree to utilize the same terms and conditions in a not-to-exceed amount of $100,000 per year as outlined in The School District of Palm Beach County's contract 15(c)-006A with the City of Delray Beach (City).

 

Although the amounts requested are more than $65,000 and require a competitive bid to be issued, under the Accessing Contracts from other Government Agencies and Not-For-Profit Organizations section of the City’s Purchasing Policies and Procedures Manual, the City may award a contract by accessing the goods or services from any State of Florida contract, contracts from any subdivisions, other County and municipal contracts, or from any other governmental entity (other than the Federal government, with the exception of GSA Schedule 70 for Technology, Schedule 84 for Security and Law Enforcement Equipment (alarm/signaling systems firefighting and rescue equipment, law enforcement and security equipment) and GSA Schedule 1122 Equipment for Homeland Security), and from Not-For-Profit Organizations; provided the item or service is not available through an existing City contract, and was competitively solicited. The School District of Palm Beach County’s Agreement with Dean Mitchell Group was competitively solicited and was awarded based on full and open price competition.

 

This motion is in accordance with the City Code of Ordinances, Chapter 36.02 Commission approved required.

Funding Source/Financial Impact:

Funding will be available from account number 001-41-350-519.46-20 (Repair and Maintenance Service Building Maintenance).
