Motion to Approve the Fourth Amendment to the Interlocal Agreement (ILA) between the City of Delray Beach (City) and the Community Redevelopment Agency (CRA) to provide for changes in the amount to 2016-2017 projects listed in Exhibit 'A' to the Original ILA.

 

Body

Background:

On September 22, 2016, the CRA adopted their FY 2016 - 2017 Budget which included an Original Interlocal Agreement with the City for funding of construction/professional services for projects within the CRA area. Per the ILA, funds for each project are transferred to the City at the time that a contract is awarded or a service authorization (consultant agreement) is approved.

 

On June 22, 2017 the CRA approved the Third Amendment to the Original Interlocal Agreement (ILA) to provide for changes to funding related to the Veteran's Park Seawall and Dock Repairs.

 

The proposed Fourth Amendment will modify the amount of funding for the projects in Exhibit “A” to reflect the actual amount of funding provided by the CRA for the projects at the end of FY 2016-17. For a comparison of budgeted amounts to actual expenses, please see attached Table 1 - Exhibit "A". Exhibit A reflects that some projects were completed, partly completed or not started yet.  Therefore, the amounts noted in the CRA's adopted Budget FY 2016-2017 will be higher than the amounts actually spent.  However, Exhibit A also shows if a project was not completed or started in FY 2016-2017, amounts may have been carried over to the CRA's Budget FY 2017-2018 so these projects can be completed or started.  The amendment is being processed in conjunction with CRA Budget Amendment No. 3 for FY 2016-17.
