APPROVAL OF AMENDMENT NO. 2 WITH HART HALSEY LLC FOR ADMINISTRATION OF OFF DUTY POLICE DETAILS

Motion to approve Amendment No. 2 with  Hart Halsey LLC to add a third rate type to the existing Agreement for administration of off duty police details. Existing Agreement runs from November 3, 2017 through November 2, 2018.

Background:

On November 3, 2015 the City issued an Agreement for administration of police off duty details (BID No. 2015-73) effective through November 2, 2017 with three (3) one-year renewals at no cost to the City. The company has agreed to extend  the Agreement through November 2, 2018, which was approved on November 7, 2017 Regular Commission meeting. The Amendment No. 1 included requested price change for the officers' rate. The officers' regular rate increased from $31.00 to $35.00 per hour and the premium rate increased from $46.00 to $50.00 per hour. This change was in order to stay competitive with surrounding agencies. The company has also increased their rates by $1.00 per hour, mostly due to increase in amount of City overtime that they schedule.

 

With the Amendment No. 2, an additional rate type aside from non-premium and premium rate was created to accommodate details involving establishments that serve alcohol. For this type of detail, officers would receive $42.00 per hour, with City receiving $2.75 per hour, and Hart Halsey LLC receiving $3.50 per hour for a total hourly rate of $48.25.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Not applicable. This is a revenue generating contract. Impact on revenue is expected to be minimal.
