Motion to enter into an Interlocal Agreement with the Palm Beach County Drowning Prevention Coalition (“DPC”) for payment of swimming classes to the City of Delray Beach, FL (“City,”) for the provision of swimming classes/lessons to individuals who present vouchers issued by the DPC Learn to Swim Program.

Body

Background:

Palm Beach County (“County”), through the Drowning Prevent Coalition’s Learn to Swim Program, distributes vouchers to the public which may be redeemed for swimming lessons at Pompey Park Pool, Delray Swim and Tennis Center, and other locations throughout the County. The value of these vouchers for reimbursement is up to $50.00 per voucher.

Delray Beach Parks and Recreation (“DBPR”) anticipates that 250-300 participants in the DPC’s Learn to Swim voucher program will utilize Pompey Park Pool or the Delray Beach Swim and Tennis Center, if this agreement is approved for 2018.

In 2017, 241 participants utilized Pompey Park Pool or the Delray Beach Swim and Tennis Center as part of this program. Revenue in the amount of $8,130 was received through this reimbursement program in 2017.

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

This program has had the following revenue impact for the past three (3) years:

2015 - 0 - City of Delray Beach Parks and Recreation was not enrolled in the program

2016 - 0 - City of Delray Beach Parks and Recreation was not enrolled in the program

2017 - $8,130.00 - based on $30.00/$40.00 class fees (Class fees were reimbursed at the rate charged)

 

This program has enabled the following number of individuals to participate in the Delray Beach Parks and Recreation Learn to Swim Program:

2007 - 32 participants

2008 - 30 participants

2009 - 40 participants

2010 - 45 participants

2011 - 55 participants

2012 - 64 participants

2013 - 23 participants

2014 - 8 participants

2015 - 0 - City of Delray Beach Parks and Recreation was not enrolled in the program

2016 - 0 - City of Delray Beach Parks and Recreation was not enrolled in the program

2017 - 241 participants

 

Timing of Request:

This matter is time sensitive as the agreement shall commence on March 1, 2018 and shall remain in effect until September 30, 2018.
