Background:

On November 25, 2014, the City of Delray Beach (City) advertised a Request for Qualifications (Bid No.2015-01) for Coastal Engineering Consulting Services.  On August 26, 2015, the City executed an agreement with CB&I Environmental & Infrastructure, Inc. to provide Coastal Engineering Consulting Services. The Agreement is for assistance with managing the Beach Renourishment Program, including funding applications, permit acquisition, consultant and construction contract supervision and professional advice and direction regarding issues relating to the coastline and its management. The Agreement term is for five years from August 26, 2015 through August 25, 2020 with an option to renew for an additional two three-year terms.

 

On June 30, 2017 CB&I Environmental & Infrastructure, Inc. was acquired by Veritas Capital and has rebranded their business as Aptim Environmental & Infrastructure, Inc.  Aptim has expressed its intention to assume all of CB&I Environmental & Infrastructure, Inc. rights and obligations of these awards under the terms and conditions set forth in the Agreement for consulting services with the City.

 

This recommendation is in accordance with City Code of Ordinances.

 

City Attorney Review:

A legal review checklist is not required for this consent to assignment.

 

Funding Source/Financial Impact:

This approval is required for the City to continue to acquire services from this company under the Coastal Engineering Consulting Services and the Continuing Engineering, Surveying and Landscaping Architectural Consulting Services contracts.  Failure to approve the consent to assignment for the Coastal Engineering Consulting Services will require the City to readvertise this service and could place Federal, State and Local funding for beach renourishment and associated projects in jeopardy. Additional consulting firms are available to provide coastal engineering services other than beach nourishment related projects under the Continuing Engineering, Surveying and Landscaping Architectural Services contract. The funding source varies based on the particular Agreement / Project.

 

Timing of Request:

This request is time-sensitive as Service Authorizations need to be processed with the new company name.
