Motion to approve Resolution No. 12-18 providing for the City of Delray Beach to become a member of the Seawall Coalition and supporting its policies.

Background:
The City of Delray Beach (City) is engaged in assessing climate change impacts and analyzing and developing appropriate engineering and land-use adaptation to climate change challenges. As part of the City’s overall climate resilience strategy, City staff remains current on regional, state and federal policy that impacts coastal communities. The City works with other local jurisdictions and non-profit organizations to coordinate adaptation responses and effectively organize and encourage favorable policy to aid our resilience efforts.
During the December 2017 Southeast Regional Climate Compact Summit meeting, City staff and attending City Commissioners were introduced to, and met with leaders of the Seawall Coalition. The Seawall Coalition is a nonpartisan group of elected officials, military groups, nonprofit organizations, businesses, and local leaders who are coming together to advance national solutions to sea level rise and resulting flooding. The newly organized, Washington D.C.-based organization seeks to work with coastal communities from Virginia to Texas to more effectively advocate for federal funding for adaptation projects, research funding for data collection and analysis, and proactive federal policy and federal commitment to climate change solutions. The Seawall Coalition can amplify the voices of coastal communities to legislators, serve as a clearing house on the status of relevant and proposed legislation, and disseminate information on best practices developed at the local and state level among coastal communities. Joining the Seawall Coalition costs nothing and does not create any legal ties or obligations on behalf of the City. Members are free to withdraw at any point in time. The resolution recognizes Delray Beach as a member, and the Seawall Coalition asks permission to post the City's logo on their website. To date, the cities of Pompano Beach, Sunny Isles Beach, Surfside and Coral Gables have joined as members.
This resolution was unanimously approved at the January 18, 2018 Green Implementation Advancement Board meeting.
