Background:
The Delray Beach Shore Protection Program consists of the design, permitting, construction and monitoring of approximately 2.6 miles of shoreline. The primary focus of the program is to provide for the protection and enhancement of the beach and coastal resources in accordance with State and Federal permit conditions.
The City of Delray Beach (City) holds a Joint Coastal Permit (JCP), Permit No.0303553-001-JC, with the Florida Department of Environmental Protection (FDEP) and the United States Army Corp of Engineers (USACE) for sand nourishment of the beachfront with offshore borrow areas. The JCP has conditions specific to the beach nourishment / construction activities, marine turtle and manatee protection, monitoring and reporting. The JCP requires annual post-construction physical beach monitoring studies for three years following sand nourishment events. The City of Delray Beach has participated in eight beach nourishment projects from 1973 to 2012, with the most recent sand renourishment project completed in 2014 in response to damages incurred by Hurricane Sandy in 2012.
As a condition of the beach nourishment permit granted by the FDEP, annual topographic (onshore) and bathymetric (offshore) surveys of the beach and offshore areas are required to assess the beach project's gains and losses. The monitoring data is used to assess, with quantitative measurement, the performance of the beach replenishment projects. The monitoring data provides the City and the FDEP information necessary to evaluate the beach performance, plan for the next renourishment project, and optimize the design of the next beach renourishment project.
On November 25, 2017, the City advertised a Request for Qualifications (Bid No.2015-01) for Coastal Engineering Consulting Services. On August 26, 2015, the City executed an agreement with CB&I Environmental & Infrastructure, Inc. to provide Coastal Engineering Consulting Services (Agreement) . The Agreement is for assistance with managing the Beach Renourishment Program, including funding applications, permit acquisition, consultant and construction contract supervision and professional advice and monitoring services regarding the coastline and its management. The Agreement term is for five years from August 26, 2015 through August 25, 2020 with an option to renew for an additional two three-year terms.
On June 30, 2017 CB&I Environmental & Infrastructure, Inc. was acquired by Veritas Capital and has rebranded their business as Aptim Environmental & Infrastructure, Inc. (Aptim). Aptim has expressed its intention to assume all of CB&I Environmental & Infrastructure, Inc. rights and obligations of these awards under the terms and conditions set forth in the Agreement for consulting services with the City. The Consent to assignment from CB&I Environmental & Infrastructure, Inc. to Aptim was on the City Commission agenda for March 6, 2018.
Under this service authorization, Aptim will provide the 2018 Beach Renourishment services, including funding applications, permit acquisition, consultant and construction contract supervision and professional advice and monitoring services regarding the coastline and its management. Total estimated cost for services under Service Authorization No. 4 is in the amount not to exceed $78,483.
This recommendation complies with the City Code of Ordinances, Chapter 36.
City Attorney Review:

Funding Source/Financial Impact:
The consulting services proposed herein were approved by the City Commission in the Capital Improvement Program (CIP) budget for Fiscal Year 17/18. The City was approved for funding for the Beach Nourishment Program in FY 18/19 by the Florida Legislature and expects to receive funding from the US Army Corps of Engineers for replacement of sand loss as a result of Hurricane Irma in the coming year. Performance of the work activities outlined in this Service Authorization maintains the City's ability to receive similar funding in future years. Funding is available from account number 332-41-363-572.31-10 (Beach Restoration Fund: Construction Pre/Post). Failure to perform the work outlined within this Service Authorization may result in the City of Delray Beach becoming ineligible for State and Federal funding for the Beach Nourishment Program.
Timing of Request:
This item is time sensitive. The City typically performs these monitoring assessments in the summer to minimize tourist impacts and for calmer weather.
