Background:
In 2001, the City entered into a thirty-year (30) Agreement with EPOCH, Expanding and Preserving Our Cultural Heritage Inc., for the lease of a City-owned property which later became known as the “Spady House Multi-Cultural Museum Properties.”
The Spady House Property includes a vertical wheelchair lift installed in 2001 as part of a building renovation. The wheelchair lift provided access for persons with handicaps to the 2nd floor of the museum in order for the building to be in compliance with American Disabilities Act (ADA) requirements. Over time, wear and tear to the lift resulted in numerous mechanical failures. Necessary parts to repair the current lift are no longer available, thus making repair impossible and creating the need to completely replace the chair lift.
In order to ensure that this City-owned property remains in compliance with federal and local regulations, the City obtained three (3) quotes for the replacement of the wheelchair lift:
Florida Lifts LLC $25,300
Access Lifts and Elevators, Inc. $29,285
Mowrey Elevator $34,800.
This purchase would fall within the City Manager’s purchasing authority and the above-referenced quotes were obtained in accordance with the City’s Purchasing Policies and Procedures. However, this purchase requires the consent of the City Commission as it requires an amendment to the Interlocal Agreement between the City and the CRA. The CRA has funding for this project...
