Motion to approve Resolution No. 30-18 and award contracts for five (5) years, with two (2) one-year renewal options to the following firms: Bermello, Ajamil & Partners, Inc., EDSA, Inc., JMorton Planning & Landscape Architecture, Inc., Keith & Schnars, P.A., NZ Consultants, Inc., Redevelopment Management Associates, LLC d/b/a RMA, Schmidt Nichols, Inc., and The Mellgren Planning Group, Inc. and authorize the City Manager to exercise all renewal options. The value of the general planning services associated with the agreements shall not exceed $500,000.

Background:
On September 6, 2017, the City advertised a Request for Proposal, No. 2017-075 for General Planning Services. Eight (8) responsive and responsible proposals were received from Bermello, Ajamil & Partners,Inc., EDSA, Inc., JMorton Planning & Landscape Architecture, Inc., Keith & Schnars, P.A., NZ Consultants, Inc., Redevelopment Management Associates, LLC d/b/a RMA, Schmidt Nichols, Inc., and The Mellgren Planning Group, Inc.
Proposals were evaluated based upon the criteria established in the RFP. Based on the on-going needs of the Planning and Zoning Department, all eight (8) firms were selected.

These firms will be utilized to support the Planning & Zoning Division’s efforts to update the land development regulations, prepare special planning studies, and assist with development review to provide a consistent level of service. The pending projects include the sign code, landscape code, parking code, mobility plan (TCEA replacement), historic district resurveying, and new historic district research.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
City Attorney Review:
Approved as to form and legal sufficiency.
Funding Source/Financial Impact:
The Planning, Zoning and Building Department will utilize the “Other Professional Services” approved in the FY17/18 budget account number 001-26-200-515.31-90.
The Department budget for this line item in FY17-18 was $264,800; the pending budget request for FY18-19 is comparable.
