Motion to Approve Service Authorization No. 3 with CDM Smith, Inc. (CDM) in the amount not to exceed $147,248 for design-build criteria professional services for Fire Station No. 113 (Project No.16-012).

Background:

Fire Station No.113 is located at 651 W. Linton Boulevard. The primary use of this facility is a continuously occupied fire station with living facilities. Originally constructed in 1971, the facility has been refurbished and expanded on numerous occasions to meet current standards and to meet expectations of our citizens and business partners for fire and emergency services. 

 

Over the past four decades, issues related to plumbing, design, mold, water damage and rodent infestations have made the living space intermittently uninhabitable. The frequency of maintenance related issues and costs have increased annually. In general, the facility has exhausted its useful life and staff recommends the complete replacement of Fire Rescue Station No. 113 with a facility built to the latest building codes. The new facility will be designed in a manner that will minimize operating costs and staffing demands for maintenance.

 

Walter Zackria & Associates completed the approved conceptual building and site plan illustrating a layout for the proposed Fire Rescue Station No. 113. Conceptual building plans will include a 2-story fire station design.

 

The City of Delray Beach is in the process of procuring a Design-Build Contract for the design and construction of Fire Station No. 113,  planned to begin design in October 2018, with an anticipated completion date in December 2019 (14 month duration).  The new fire station will replace the existing fire facility on the same site.

 

The next phase in the Design/Build RFP Process is the compilation of the design/build criteria package which will illustrate detailed specifications of the fire station for the prospective design/build teams.

 

An Agreement between the City of Delray Beach and CDM Smith, Inc. for City-Wide Project Management Services to act as an extension of City Staff with the primary role of assisting with special projects, and managing and administering multiple capital improvement projects on an as-need basis was executed on July 18, 2017.  The agreement term is for one year from the date of execution, with four one-year options to renew.

 

CDM submitted Service Authorization No. 3 for the Design-Build Criteria Professional Services for Fire Staiton No. 113 in a not to exceed amount of $147,248.  The Scope of Work includes the following:  The Design/Criteria Package (DCP) will include detailed scope, establish the design criteria, performance requirements, and bid and contract parameters for the project.  The DCP will be based on the Fire Station No. 113 programming established by the City outlined in the document Fire Station No. 113 - Replacement Facility, Programming & Proposed Design - Final Report (dated 3/22/17 by Walter Zackria & Associates).

 

Future plan review and bidding/procurement  assistance, along with Construction, Engineering, and Inspection professional services shall be submitted for City Commission approval under a seperate service authorization with CDM.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Funding for the Fire Station No. 113 Project shall come from Account No. 334-22-000-522.62-23.

 

Timing of Request:

This request is time sensitive.  Fire Department Personnel have been moved into a temporary fire station located at Miller Park.  It is imperative that this project move forward in a timely manner in order to replace this facility.
