Motion to approve Change Order No. 1 to the agreement with West Construction Inc. (WEST) for the purchase of the green colored bike lane material from an alternate supplier in an amount not to exceed $25,000 for the NE 2nd Ave. / Seacrest Beautification Phase 1, project no. 17-008.

Background:
On November 20, 2017 the City Commission approved the bid award (Bid Construction No. 2017-065-2) to WEST in an amount not-to-exceed $834,247.70 for the NE 2nd Ave / Seacrest Beautification Phase 1 project. This is an FDOT grant funded project in the amount not to exceed $750,000 for FDOT approved components which are reimbursable after contractor is paid. WEST Notice to Proceed was issued December 1, 2017.

The green colored bike lane material is an FDOT reimbursable item that must be selected from FDOT's qualified product list and have FHWA approval. The unit cost and availability of the green colored bike lane material has changed since WEST submitted their base bid in October 2017. Per WEST, they used the estimate from Traffic Calming USA in their schedule of values, however, Traffic Calming USA was debarred by the City in January 2018. There are currently four (4) suppliers on FDOT’s product approval list:

(1) Traffic Calming USA - debarred by City for three (3) years, effective 1/29/18.
(2) Paveway Systems - currently not supplying.
(3) Ennis Flint - unit cost is $66/SY for materials only.
(4) Atlantic Paving - unit cost is $50/SY material & installation plus $4/SY for OH&P (by WEST).
