Recommendation

Motion to approve a purchase of one new rescue transport vehicle from Rev RTC, Inc. dba Hall-Mark RTC in an amount not-to-exceed $535,000 utilizing the Florida Sheriff’s Association Contract No. FSA16-VEF12.0.

Body

Background:

On April 1, 2016, the Florida Sheriff's Association awarded Contract No. FSA16-VEF12.0 (Contract) to several companies for the purchase of fire-rescue vehicles and other equipment. The Contract is valid through May 4, 2018. Rev RTC, Inc. dba Hall-Mark RTC (RTC) is the awarded company to supply Horton manufactured vehicles, including the rescue transport vehicles, commonly known as ambulances. The price for this vehicle utilizing the Florida Sheriff's Association Contract No. FSA16-VEF12.0 is $527,776, which includes custom modifications to meet the City of Delray Beach’s specific needs.  Staff requests a contingency fund of $7,224 to allow unforeseen costs, such as minor specification changes after award.

The Fire-Rescue Department is requesting to purchase a new rescue transport vehicle to service the community.  This vehicle will replace a 10-year old rescue transport vehicle that is primarily housed at Fire-Rescue Station No. 112.  Vehicle #200865 has reached the end of its life expectancy and has accrued more than 142,000 miles. The repair and maintenance costs of this vehicle have reached 95% of the original purchase cost of the truck, and it has a replacement value of 15 (the highest replacement value) calculated through our Fleet Management software.

This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.
