Motion to award an Agreement with West Construction, Inc. for the construction of a pavilion and deck at Atlantic Dunes Park in a total amount not to exceed $320,000.

Background:
On August 24, 2017, the City of Delray Beach (City) advertised Invitation to Bid Construction No. 2017-038 to secure a contractor to construct a pavilion and deck at Atlantic Dunes Park. Five bid responses were received from the following firms: Graham Contracting, Jones Benitez Corporation, Lambert Bros., Republic Construction Corp., and West Construction. Jones Benitez Corporation submitted the lowest bid at $237,560, but the firm was deemed non-responsive because they did not submit pricing on all bid 13 items, which explains the substantial price difference between the lowest bidder and the next lowest bidder. Therefore, the next lowest bidder, West Construction, is being recommended for award. West Construction submitted a bid of $320,000.

The Pavilion at Atlantic Dunes Park was destroyed by fire on June 27/28, 2016. The staff completed demolition of the site and closed it to the public on July 1, 2016. It has remained closed to the public since that time. The pavilion, which was originally constructed in 1977, is a popular wedding and special occasion destination for Delray Beach residents. The boardwalk adjacent to the pavilion was constructed in 2010. The City of Delray Beach wishes to replace this important amenity for residents to restore the community access to the pavilion and to enhance the City's ability to provide beach access to handicapped persons.
