Motion to approve Resolution No. 42-18 to award an Agreement with Baxter & Woodman, Inc. dba Mathews Consulting, a Baxter & Woodman Company for construction, engineering, and inspection services for the Phase 2 Seacrest Beautification project in an agreement value not-to-exceed $225,000.

Background:
On November 30, 2017, the City of Delray Beach (City) advertised Request for Qualifications No. 2018-003 for construction, engineering, and inspection (CEI) services for the Phase 2 Seacrest Beautification project. Four proposals were received and evaluated by an Evaluation Committee based upon the criteria in the solicitation. Baxter & Woodman, Inc. dba Mathews Consulting, a Baxter & Woodman Company (Mathews Consulting) was the highest ranked firm at the conclusion of evaluations. The final ranking of firms is as follows:
