Background:
The City of Delray Beach (City) Purchasing Department issued ITBC No. 2018-018 for streetscape construction of Phase 2 of the Seacrest Beautification project, which is a project initiated in response to requests from the Del Ida Park Neighborhood Community for a more aesthetically pleasing streetscape that addressed pedestrian and bicyclist safety along a main corridor leading directly into downtown Delray Beach. This follows Phase 1 of the Seacrest Beautification project which is under construction currently and includes the construction of new sidewalks and roadway, featuring bicycle lanes. Four bids were received from Hardrives of Delray dba Hardrives, Man-Con, Incorporated, Providian Construction Group, and West Construction.
The cost submitted by Man-Con is for a total project amount not-to-exceed $1,611,777. The total cost of the base bid is $1,274,407. However, City staff recommends adding budget to include decorative paver brick crosswalks and an asphalt rubber membrane interlayer (ARMI) to provide additional stability for the new roadway which will increase the lifespan of the road. These items are included to the base bid for $118,130 and $219,240, respectively, as part of the award. This results in a total construction cost of $1,611,777. The Florida Department of Transportation (FDOT) will reimburse the City for an amount up to $695,829 for this project.
Two City funding sources will be used to pay for this project: $1,467,106 will be allotted from account number 377-41-340-541.68-18, and $144,671 will be allotted from account number 448-38-300-538.68-18, following a budget transfer from Capital Outlay stormwater project improvements at Atlantic Avenue and SW 2nd Street which is being deferred to next fiscal year.
The City and Delray Beach Community Redevelopment Agency (CRA) have acknowledged the need for beautification and other necessary improvements through the development of the Seacrest/Del-Ida Park Neighborhood Plan which was adopted by the City Commission on March 3, 1998. The City’s Bicycle/Pedestrian Plan as well as the Metropolitan Planning Organization (MPO) Master Comprehensive Bicycle Transportation Plan also recommends the provision for bicycle facilities along the NE 2nd Avenue (Seacrest) corridor. As a result, the Seacrest Beautification projects will provide for and/or increase the use of pedestrian and bicycle facilities, while creating an appropriately improved streetscape within a highly visible neighborhood.
This motion is in accordance with Code of Ordinances, Chapter 36, Commission Approval Required and the City’s Purchasing Policies and Procedures Manual, Purchases Greater Than or Equal to $65,000.

Time Sensitivity: This project is time sensitive. In order to remain eligible for FDOT funding, the project must meet production schedules and deadlines, including award of a construction contract.
