Motion to approve Resolution No. 44-18 to award an Agreement with Bound Tree Medical, LLC for the purchase of medical supplies in a total agreement value not-to-exceed $160,000 through April 30, 2019 utilizing the Fairfax County Solicitation No. IFB2000001082.

Background:
On July 1, 2014, Fairfax County issued an Agreement for Solicitation No. IFB2000001082 with Bound Tree Medical, LLC (Bound Tree) for the purchase of medical supplies. The Agreement is valid through April 30, 2019. The City of Delray Beach (City) wishes to utilize the Fairfax County terms, conditions, and pricing of the Agreement to enter into its own agreement for the purchase of medical supplies.
Previously, the City was part of a cooperative bid, led by the City of Boynton Beach, for the purchase of medical supplies that was awarded to three companies, including Bound Tree, and expires July 2, 2018. The City’s Fire-Rescue Department found that this cooperative bid did not offer several medical supplies that are currently used by the City and decided to seek other options for a new medical supplies Agreement.
By utilizing the Fairfax County Agreement, the City will not only have a broader pool of contracted medical supplies to order from, but it will also be more cost effective. Of the thousands of medical supplies offered under the Fairfax County Agreement, 12 items were randomly chosen to evaluate prices. Staff determined that these 12 items resulted in an average savings to the City of approximately $150, or 10% compared to our current contracted prices for medical supplies.
Now, staff requests approval of an Agreement to Bound Tree, effective July 3, 2018 through April 30, 2019, for the purchase of medical supplies in a total agreement value not-to-exceed $160,000.
The Fire-Rescue Department has an ongoing need to purchase medical supplies on an as-needed basis. These medical supplies are used every day by the Fire-Rescue personnel to improve and/or save lives in and around our community. Because there is a need to secure additional sources for the same medical supplies to decrease out-of-stock occurances, staff anticipates on bringing forth one to two additional approval requests for the purchase of medical supplies to the City Commission, once the proper paperwork in is order.
This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.
