Motion to approve Resolution No. 56-18 approving a revocable license agreement with the Volen Center to provide congregate meals for senior citizens at Pompey Park Recreation Center for a three year period and authorizing license renewal designation to the City Manager for three additional one year terms.

Background:

The congregate meals for senior citizens program previously took place at Pompey Park serving multiple senior citizens.  The program ended due to staffing issues.  Currently, the 121 participants of the Pompey Park Senior Club are requesting the meal program be reinstated.  Congregate meals would provide nutrition for this underserved demographic in our community.  While offering this service to our senior citizens the City would be building on our guiding principle of addressing health, welfare and social equity for the citizens of Delray Beach.  The City has been working with the volen center to bring back this helpful program.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

The direct cost to the City is the assigned City staff not to exceed twenty five hours per week to assist Licensee in the performance of this license agreement (estimate: $16,500 is staffing cost that is already provided by the City to work with the existing senior program). The are part-time staff that currently run the Pompey Park Senior Club program will abosorb the duties associated with this program, as part of their daily job duties.  Salary cost is paid from account number 001-72-736-572-13-10.  Indirect cost to the City is the exclusive use of the auditorium and kitchen as well as a small locked storage space, also areas currently used for the operation of the senior program.  The Volen Center will provide all meals for the program.

 

 

Timing of Request:

Yes, this is time sensitive.  The Volen Center has expressed their concern in losing their funding for the Pompey Park site due to time restrictions.  Funding has been on hold for the Pompey Park location since December 2017.
