Motion to Approve Interlocal Agreement between the City of Delray Beach and Solid Waste Authority of Palm Beach County (SWA) in the amount of $135,150 for assistance in the cleanup and beautification of distressed, blighted or otherwise impacted public properties within incorporated areas of the City of Delray Beach.

Background:

The action before the City Commission is consideration to accept a County-funded grant from the Solid Waste Authority (SWA) that has been awarded to the City of Delray Beach in the amount of $135,150. These funds must be used by the City to improve the quality of life and provide a safer, healthier and more aesthetically-pleasing environment for the residents of Palm Beach County.  All properties addressed must be City owned and within the municipal boundaries of the City.  The proposed projects will result in revitalization, removal of invasive trees/plants and installation of vegetation to improve the aestheics of the commercial properties. This is an eligible, cost-reimbursement contract approved by SWA . Staff has proposed to beautify up to seven (7) properties located at 141 and 145 SW 12th Avenue , Neighborhood Resource Center Phase 1 and 2,($12,095), 196 NW 8th Avenue, American Legion Hall, ($23,340), 100 NW 1st Avenue, City Hall,  ($94,742), 200 NW 1st Avenue, City Utility Fenceline ($37,100), 170 NW 5th Avenue, S.D. Spady Cultural Heritage Museum, ($2,338), and 3 NE 1st Street, Cason Cottage Historic House Museum, ($1,666). It is noted that the City will use other funding sources such as, Tree Trimming Grant to supplement the project if it exceeds the total allowance. The City has previously been awarded this grant in both FY15-16 and FY16-17.
