Motion to approve Resolution 29-18 approving Amendment No. 1 to renew contract for school crossing guard services with Action Labor of Florida, LLC, dba Staffing Connection in the amount not to exceed $334,000.

Background:
A bid award (Bid #2015-60) for school crossing guard services to Action Labor of Florida, LLC dba Staffing Connection was approved at the September 15, 2015 City of Delray Beach City Commission meeting. The original term was for three years with two optional two-year renewal periods in an amount not to exceed $155,000 per fiscal year. The original term expires September 14, 2018. The City would like to exercise the first two-year option to renew through September 14, 2020.
Amendment No. 1 includes the .15 cent mandatory minimum wage increase effective January 1, 2018. Because of the rate change the two-year renewal is expected not to exceed $334,000, with the annual amount estimated not to exceed $167,000. The amount is based on projected 13,200 hours for twenty (20) school crossing guards and one (1) field supervisor billed at a rate of $12.64 per hour.
Action Labor of Florida, LLC dba Staffing Connection shall be responsible for providing Crossing Guard Services at locations and times specified by the City, shall be completely responsible for the supervision of such personnel in accordance with contract specifications, terms and conditions, and shall exercise exclusive control over persons employed to fulfill these contract requirements.
