Motion to adopt Resolution 58-18 to create new time-limited parking zones in the City of Delray Beach (City).

Background:

The item before the City Commission is to consider RESOLUTION NO. 59-18 to implement the Parking Management Plan in regard to zones and time limits. 

 

It has been recognized that the City of Delray Beach must address the parking concerns related to limited high demand spots, traffic congestion and walkability. Several years have been spent evaluating options to improve these concerns including establishing a Parking Management Advisory Board, performing two studies and researching industry standards and neighboring city practices. It was determined that implementing a paid parking system in the downtown area will improve traffic concerns while still provide the public with convenient access to shops and restaurants. The proposal includes the area along Atlantic Avenue between Swinton Ave and the intercoastal and several one block branches in this corridor. The existing paid parking system along Atlantic Ave east of the intercoastal and along A1A is a different system due to its proximity to the beach. Implementing paid parking downtown will change traffic patterns which may require a need to evaluate all paid parking in the City later. However, the existing paid parking system is successfully producing desired results related to shopping and beach access.

 

A summary of the changes are as follows:

 

                     Parking along Atlantic Avenue and side streets will have a three (3) hour maximum.

                     Railroad surface lots to have a nine (9) hour maximum between 8am and 9pm.

                     Garages will have a fourteen (14) hour maximum. 

 

City Attorney Review:

City Attorney approves this Resolution as to form and legal sufficiency

 

Funding Source/Financial Impact:

Passage of this Resolution will establish time limits in parking zones within the City of Delray Beach. Violation of these time limits may result in issuance of a Citation requiring a fee to be provided to the City.
