Approve a Curb Appeal Grant for the property located at 418 SW 14th Avenue for an amount not to exceed $15,000.

Background:
The Curb Appeal Grant Program was established by the CRA in 2007, to enhance the aesthetics of the Northwest and Southwest residential neighborhoods by facilitating minor cosmetic improvements to single-family homes. The program funds a variety of improvements, such as roof repair and replacement, landscaping, irrigation, exterior painting, and driveway improvements, with a maximum possible grant award of $15,000.
Attached is a Curb Appeal Grant proposal for the property located at 418 SW 14th Avenue, owned by Mr. Chad Kelker. The City’s Neighborhood Services Division that administers the program has received a Curb Appeal application for a new roof and driveway. The scope of the proposed project calls for the installation of a new roof with hurricane clips, and the replacement of the existing eroded asphalt driveway with a new concrete driveway. The new driveway will be widened to 15 feet, to prevent sod damage to the front lawn caused by frequent parking.
Pursuant to the City’s procurement policy, City staff requested quotes for the proposed project from qualified contractors and received a response from ONEL Construction, LLC, who estimates a total project cost of $16,745. The applicant is requesting a Curb Appeal Grant from the CRA for an amount not to exceed $15,000.00, the maximum grant award allowed under current program guidelines. Additional City funding from Neighborhood Services ($2,582.25) will be used to fund the balance of the project, including a 5% contingency. Based on the applicant’s annual household income, the grant may cover 100% of the eligible project costs, according to Curb Appeal Grant Program guidelines.
If the grant is approved, the contractor will complete the specified improvements to the satisfaction of City staff, and payment will be issued after the work is approved by a final inspection. Staff recommends approval of the requested Curb Appeal grant, as it will help further the CRA mission by eliminating slum and blighted conditions in CRA Sub-Area #8, by directly funding property improvements in the Southwest Neighborhood that will improve the condition of an owner-occupied single-family home, thereby adding to the stabilization of the neighborhood and enhancing the tax base.
