Motion to approve Resolution No. 61-18 to award an Agreement with R & D Paving, LLC for Venetian Drive and Gleason Street Intersection Improvements along Atlantic Avenue (Project No. 14-008) in a total agreement value not-to-exceed $329,359.

Background:
On March 5, 2018, the City of Delray Beach (City) advertised an Invitation to Bid Construction No. 2018-025 for Venetian Drive and Gleason Street intersection improvements along Atlantic Avenue (Project No. 14-008). The existing pavers, currently at the intersections of Atlantic Avenue and Venetian Drive and Gleason Street, need repairs due to settlement. However, the Florida Department of Transportation (FDOT) will not permit pavers in their roadways and have directed the City to remove the existing pavers and replace them with FDOT-approved colored stamped concrete at both intersections.

In addition, pedestrian crosswalks at both intersections (Venetian and Gleason) will be installed for the health and safety concerns of the public. This project is completely funded through the Community Redevelopment Agency (CRA).

70 potential Bidders viewed this solicitation, and two bids were received from the following firms:

R & D Paving, LLC - $329,359.00
West Construction, Inc. - $547,170.50

Public Works staff reviewed the pricing submitted by R & D Paving, LLC and found that it is within the Engineer’s estimate of $330,000. R & D Paving, LLC’s pricing is significantly lower than the second lowest Bidder, resulting in a savings to the City of $217,811.
