Motion to approve the Change order No. 2 to RFQ No. 2017-032 to Baxter & Woodman, Inc. DBA Mathews Consulting, a Baxter & Woodman Company, for Engineering Design Services for SW 4th Street, SW 6th Street, and SW 7th Avenue in a not-to-exceed amount of $39,306.00.

Background:
The first public outreach meeting with the residents for the subject project was held on January 10, 2018. The meeting was well attended and public comments were received. The City would like to take these comments into consideration during the design of this project. The following items were discussed; Lighting of the alleys proposed to be improved with this project, and landscaping of the area.

The residents are requesting lighting in the alley for the safety of the residents and the property. Lighting will help the residents feel more secure since it could help to deter crime. Residents also requested landscaping and irrigation for beautification in the project area. Residents and the City staff believe that the landscaping with irrigation will improve the area. Residents requested simple, native landscaping. The City staff suggests that landscaping be included on the two major roads SW 4th street and SW 7th Avenue.

This Change order to RFQ No. 2017-032 is for professional engineering services to design lighting, landscaping, and irrigation as discussed above. Services under this authorization include photometric evaluation, surveying, geotechnical services, field verifications of existing utilities, final engineering design...
